School Sport: everywhere and for all

School Sport: Everywhere?
On the occasion of the Second Day of School Sport, Wednesday, September 21, 2011, Luc Chatel visited the workshops organized sports in the City School Paul Valery (Paris 12th), enlivened by prestigious leaders from among the young champions of the sport current before making public the eight proposals made by the ambassadors of the school sport, presented by the sprinter Muriel Hurtis. Highlights of results from the reflection of athletes: Valuing the benefits of sport in terms of public health, school sport open to outsiders, to better align supply the needs of students and greater recognition of their commitment to sports associations, a mention the school record. The Minister also announced the opening of "valence sport" in certain fields of vocational baccalaureate. An ambitious program for school sports, but whose implementation will necessarily remain limited.

Luc Chatel is firmly convinced of the benefits of sport, the physical point of view but also for the moral values it conveys. Muriel Hurtis, Ambassador of UNSS (with N. DLP) said these values: fair play and respect each other, and the rules themselves. The qualities and values of sport, said Luc Chatel, converge with those of the school: all come together in a single project of life, ethics. Among the champions present at his side, he said, many have been revealed by the school sports. We must go further and provide more space for sport in schools.

First key element: the start of school external partners and the institutional recognition of the commitment of the players in the sports associations. With an outstanding network of associations, the National Education has a huge pool, quality and diversity, with the USEPA (Athletic Union of the primary education) and UNSS (National Union of School Sport) among others. The Minister recalled that the annual registration UNSS third sporting federation in France which includes one million licensees, amounts to € 17 per child for access to multiple activities.

Route point of the action taken last year toward school sports: attendance, first of all, is increasing, the minister announced, while the major federations have problems of recruitment, has 10 UNSS additional 000 members. Diversification of supply, especially to girls (an agreement must be signed with the Federation of Women's Football), students with disabilities (who may find a very good means of integration, as shown in a Wheelchair basketball workshop presented at this visit), and in respect of new and lesser known sports.

The sharing of positive values, then: 100 000 students have been trained in the program "young officials" who can discover the arbitration. On the other hand, 32% of high school sports associations now have students in vice-presidents, along with the principals, in encouragement of the department - which has lowered the age of majority at 16 sports to allow teens wish to create their own association. Finally, the appearance of a mention on the school record for most young people value the investment should improve the recognition of their commitment.

The device "class in the morning, sports in the afternoon" experienced last year in 120 secondary schools with over 7500 students gave complete satisfaction, today announced the Minister students more motivated, more diligent, more respectful of the frame of life and their peers. School inputs would be greatly improved. A benefit that justifies the doubling of the experiment this year, 212 institutions to nearly 15 000 students and 796 participants, half of teachers in 2011-2012. The project will have a component specifically targeted at residential schools, as well as offering an educational exploration or a complement to EPS. The commitment of institutions spread over two years on a voluntary basis of the educational team.

The Minister reiterated his commitment to promote sports as in boarding schools of excellence, open to excellent students from disadvantaged backgrounds. He also stressed the importance of sport for the reintegration of students out with the school system or social rules, prior to successful reintegration.

Last point of this intervention, Luc Chatel raised the professionalisation of sport at various levels, regardless of the competition, in many professions including annexes development is growing (areas of animation, sales, health and welfare, etc. .) It proposes the introduction on an experimental basis, the "valence" in sport in the vocational baccalaureate courses to fill an existing gap.

Experiments, therefore, rather than generalized plans for school sports: one can indeed wonder what else, while the lack of sports facilities in schools and local authorities can hardly be compensated at the time of budget cuts in all directions, with significant investment, and reducing the number of PE teachers, although offset by the call for outside professionals, raises more than ever the difficult problem of managing groups. One can also wonder about the future of physical education in primary and nursery, where his critical is unanimously recognized, while the number of classes swell premises that are not scalable and do not permit . If sport has the soothing and uplifting as the Minister describes, one can only wish to practice extended everywhere and for everyone, but if the renewal of the particular experiences conceals the impossibility of achieving this great project, it might be better to assess the actual situation in its true valuation for a successful sport at school.
